We are all well educated and settled in various professions. The proportion of these well educated Facebook/twitter/blog users is 1 out of 100 or 1 our of 1000. The people who deserve good policies more than us are out there without proper facilities for the very basic needs of any living human being food & water/electricity/shelter/health/education. When it comes to policies, we have to look at those people and we have to get the feedback from those people and we all have to strive to make their lives better so that in the coming years they will be capable of competing us in educating their kids and making them satisfied and better citizens.
If a policy is for a political party means indirectly, we can consider it as a policy for the people because the ultimate goal of any political party is to get into the power to serve people better. So, no policy that comes from the politicians is basically not a bad policy, it’s only in the implementation we miserably fail. Reason can be any of these things. Corruption / Selfishness / unrealistic plans (Jala Yagnam) / Zero monitoring on implementation of the policies.
Example: Telugudesam Party is a party with incredible numbers of registered party members all over the state. The party's wings are stretched until the deep with solid cadre and local leadership. How the party has utilized their services in gathering, collecting and summarizing the problems of those colonies, villages, mandals, districts and regions is a Big Question for me.
Leave the policies to the top brass to plan, figure out and execute during a period of time. Say 5 years or 10 years or 15 years. But what about the daily problems for which there is no need of any policy or CBN to solve those problems? Who are taking care of those problems? Where is the information on the total number of complaints from people (coming to local party offices) and how many cases have been assisted by the party people in resolving those issues? Agree we have government organizations for every department to solve those problems but if they do their job properly, why any problem arises? So, when people have the problems, to whom they need to address to? If these small services also can’t be done by the leaders of the respective areas then why the hell people need any leaders?
i heard one of us commented that people are occupied with their operational problems until they don't even have the time to think what they need for the betterment of their lives? I felt that is true. How much work or time the so called leaders with titles (party mandal president / party district committees) are spending in order to summarize the very basic problems of the people and what they are doing to solve those problems?
Why can't a section of party website used for 'complaints' which allows anyone to tell their problems and let the local leaders handle those problems? These problems will directly or indirectly helps the party to plan the future policies.. earlier i have written about this (probably i'll send a link for that post)
If a party is filled with leaders who have high aspirations of becoming rich and expanding their businesses or use party and party funds to develop their individual stature and personal businesses by using party as a catalyst for their personal growth, we can't see any solid activities towards service. Which is the basic idea of the foundation of TDP. "Samaajame Devaalayam & Prajale Devullu." But we have leaders for whom, their businesses are temples and their superior politicians are Gods. So, where is the place for "You & Me, the common man?"
Every Job in this world is being evaluated through quarterly and half yearly performance evaluations. Is there any evaluation on these grass roots leaders who are enjoying the titles without doing anything until the next five years (only when the next party posts will be filled. even then, all they do is Pairavy.) If all the TDP local leaders gained good name in serving people, naturally people will listen to their local leaders as they trust them, and naturally people will vote to whom these leaders suggest to vote. But when these leaders don't have any value in the eyes of public, where is the chance of people listening to them?
In general, No Policy is bad. The execution of the policies is going into the wrong hands where politicians direct the government authorities on which policy benefits should reach who. It is still OK as long as it reaches the needed.. whether they belongs to the same party or the people of other parties. But here the problem is, the benefits of these policies are not reaching anyone except the politicians of that areas and their relatives and their binamis.
It may sound Hi-Tech, but in the present day scenario.. everything is to do with IT. And in every success of any project, usage of IT is compulsory. Usage of Information Technology will ultimately eradicate the corruption and misuse of funds.
How to implement Policies without misusing:
* Don't care about the country level, but at least start a Project with Unique Identification Card and bring in every individual's data in the state. (if you have any other identification cards so far, dump them they all failed.)
* Link this citizen's data into every future policies that the Government is going to implement.
* Set the rules such a way that the benefits of all policies won’t go to the same people.
* use that info for future policies and strategies.
All these things can be achieved only if the officials have the information at their finger tips. And every policy’s implementation status should be reviewed timely, if possible these reviews or audits should be done by the authorities related to other departments or totally by esteemed third party auditing groups which are no way involved in these policies and no way related to the officials who are involved in the implementation of those policies.
