Is population growth pulling back Telangana from development?

we are saying in our telangana literacy rate is low, employment is low (though they are not correct). Ok, let's say we are right. Is it because of our region's population growth a reason for that? Is it correct that almost same number of people are getting higher education, but just because of growth in population in this region making the percentage of educated or job holders less? Look at the regions. Out of ten Telangana districts, 4 districts having much much higher population growth compared to state average. Where as in Andhra region, out of 9 districts the population growth in 5 districts is way below the state average. So, are we producing more number of people and complaining for more facilities and more educational institutes and more jobs?

Rainfall in the past few years in this region is much much lower compared to the normal and average rainfall.
